Independent Authority of Local Government First the establishment of this institution: The Independent Directorate of Local Governance (IDLG) was established by Presidential Decree No. 8 of September 8, 2012. Objectives of the Independent Directorate of Local Governance: The objectives of the Independent Directorate of Local Governance are: Ensuring that the local governance framework in Afghanistan upholds the principles of good governance, including an open and transparent, accountable, joint, effective, rational and broad-based institution that promotes joint agreements and the rule of law at the local level. The number of relevant members of this organization reaches (7). The Independent Directorate of Local Governance (IDLG) has (2) central and 3 provincial posts. Afghanistan has 3 formal and 3 informal districts in the regional administrative division. With the exception of Kabul Municipality, the number of local municipalities in Afghanistan is (7). Administrative Reforms: The Independent Directorate of Local Governance (IDLG) recruits seventy-six percent of the central members and one new member of the provincial and local bodies through an open competition. Has been introduced. Out of 5 official districts of Afghanistan, district governors for 9 districts have been recruited and introduced through open competition process. Overall, the central structure of the agency, (1%) and the local structure, (1%), with the help of the Independent Administrative Reform and Civil Service Commission, have gone through a process of open competition. Twelve of the seventeen central departments of the Independent Directorate of Local Governance (IDLG) and three directors and officials from (seven) provincial departments have been recruited through open competition and introduced to the relevant departments and provinces. Deputy Governors and District Governors: By Presidential Decree No. 7, the posts of Deputy Governors and District Governors were changed from political to civil service posts. So far, more than 80 per cent of the posts have been filled through the new system of ranks and salaries, according to the agency. Deputy Governors of 9 provinces and District Governors of 3 districts have been recruited and appointed through open competition process with the help of Administrative Reform Commission.
