Civil Air Transport in Albania marks its beginnings in November 1924, when the Government Agreement between the Republic of Albania and the German Airline Company "Lufthansa" was signed. Under this 10-year concessional agreement, the Albanian airline company, "Adria Aero Lloyd" was created. In the spring of 1925, after having built a field of 400 200 m in Tirana (in the dock area), in this green runway began the first domestic airline flights to Shkodra and Vlora. In August 1927, the company "Adria Aero Lloyd" was purchased from the Italian Civil Aviation Ministry's Air Traffic Office, which expanded its flights to other cities in Elbasan, Korça, Peshkopia and Gjirokastra, and international lines were opened with Rome, Milan, Thessaloniki, Sofia, Belgrade, Podgorica. In 1934, the works for the construction of the Tirana Airport (Lapraka) began, which were completed at the end of 1935. This airport, which received the official name Tirana Airport, was built according to the optimal technological parameters of the time, with asphalt-concrete runway with dimensions 1200 400 m, coupled with technical equipment and suitable buildings. - In 1955-1957, Rinas Airport was built for military purposes, which was later transferred under the administration to the Ministry of Transport. - On 25 January 1957, the "Albtransport State Enterprise" was established, with its headquarters in Tirana. - Air companies that operated until 1960 were Aeroflot, Jat, Malev, Tarom and Interflug. - In the years 1960-1978, some airlines were interrupted due to the impact of the policy, hence the flow of flights and passengers decreased. - In the 1980s and 1990s, several investments were made at the Airport to meet current requirements rather than long-term investments. - During 1989, 1991 as a result of political changes in the eastern countries, the Republic of Albania became an ICAO (International Civil Aviation Organization), the Republican airspace was opened, the Air Traffic Control duties were established. As a premise of these developments, the conditions for the division of the air traffic control activity by Albtransporti were created. Similarly, several Governmental Agreements on Civil Air Transport with Bulgaria, R.F. Germany, Slovenia, Italy, Russia, Austria, Macedonia etc. In early 1992, the air traffic control activity was abolished by Albtransport and the National Air Traffic Agency (ANTA) was established as a separate company. To cope with the time-consuming development, the General Directorate of Civil Aviation (DPAC) was set up on 3 February 1991.
