Wrong location! Buses to other cities are actually stopping at the road right next to the Independence monument (I marked it in the photo). Buses or minibuses just standing by the road, you check the name of final destination on the sign behind the window of the bus. I saw minibus to Tirana, Berat, Fier standing over there. My bus journey from Vlorë to Tirana costed 500 Leke and took 2h 15 min in total. (My bus left exactly at 10am)
