Public bus (the blue one) goes from bus terminal in city center to this Plepa bus station. I took “bus” to Vlorë from Plepa bus station. Small minibus came, stopped by the road under the bridge (there was no sign saying it’s bus stop or anything else). People just jumped in and bus left. Honestly without help of locals I would be really confused. Btw. Bus Durrës-Vlorë costs 500 Leke (paying when getting off the bus).
The best bus station I have seen in Albania! Helpful staff, nice refreshments, clean restrooms!
