Australia Post - Yarraman LPO

I've paid for a mail redirection for my parents who had to go into care, so often I get a single envelope with mail up to 4 weeks after it was sent.nBut worst of all I recently rang Toowoomba Shire Council to change the address so anything comes directly to me, during the phone call I was advised that there was an outstanding bill for water rates of my parents home. I had to pay an extra $50 because it was overdue, the notice was sent in early April and I've been advised it would have reached Yarraman Post Office about the 15th April 2020, I still have not received the notice.nWhy bother paying for a redirection if the staff responsible don't do their job properly.nI have enough worries with the state of health of my parents and taking care of all their paperwork without the added stress of what else may have not been redirected to me.
