Secure Parking - East Street Car Park

This carpark seems to not have any casual parking spots, none, zero. It is just an unroofed area at the side of the end of East Street (opposite back of Valley Pool), with each spot labelled for a particular long term tenant. No boom gate, no ticket machine, no NPR camera, no payment booth. Tried ringing Secure Parking to ask how to safely use this carpark station, but was put in a queue that didn't get any shorter. As it was after 5pm and unclear whether the gate would or would not still be open to get out of the carpark later on I opted to not use this carpark.
