In 1929, the city of Banja Luka became the capital of the Vrbas banovina. Svetislav Tisa Milosavljeć was appointed the banovina manager. Upon arriving in the city, he noticed that the city was dead and decided to revive it. He ruled for four years and during that time Banja Luka experienced its greatest prosperity. Numerous buildings have been built, the most famous being the Banska uprava, Banski dvor, Dom kralja Petra I Oslobodioca, Sokolski dom, hotel Palas, Palata Republike, Gradski park, Muzej. Svetislav Tisa Milosavljević was born on September 7, 1882 in Niš, Serbia. He graduated from military school and built an outstanding military career and was awarded numerous medals. He ended his military career in 1927, when he began to engage in politics and soon came to Banja Luka as a warden. He left Banja Luka in 1936. A monument to Ban Tisa Milosavljevic was unveiled on September 25, 2004.
