The actions of local officials are the worst I have ever experienced from civil servants. Starting with the unpleasant security downstairs in the gatehouse and ending with the clerk behind the desk, who, in principle, barks at the person.
I was to sign a form regarding child allowances, the lady did not advise me at all what to write (although I think the official has a duty to explain the contents of the forms and what to write) and tossed the paper in front of me. She then dealt with some things on the phone herself. When I allowed myself to ask what should I fill in one box, I was exhausted that I had not read the explanations ... Never again ...
