The parking lot for the cemetery is well accessible both from the parking lot to the sports hall from Tyršova Street and from below the castle courtyard from the square where it must turn to the castle gate before the Czech savings bank. There is a lot of space in the area and there is no danger of paying a fine in Jiráskova Street, where the city police are located and the vehicle stalls. Parking is located in the area between football fields. So you can park your car free of charge at no charge and without time and fear of fines. The downside is that there is no traffic signage to this car park and you have to trace it, but the effort is worthwhile. Fine is always more uncomfortable than a search.
