I haven't met such an unfriendly and incompetent person in a long time. What this woman is doing is the purest chicane. Assuming you were deliberately manipulating the engine beacon, everything was fine. Then got the badge somewhere else quite normally and legally !! Save yourself the hassle and go somewhere else.
