There was no issue of a mandate, since even the two previously conducted telephone calls with the Secretariat in the matter were inappropriate and not authentic and thus did not reveal a basis for a trusting representation in the matter itself. The repeated request to be allowed to speak to a lawyer was vehemently rejected. A direct complaint to superior authority over the experienced handling was thus not possible, since there was no getting through. The matter itself was then commissioned elsewhere and done there quickly to the fullest satisfaction.
