Like any third world country, anyone with a few $$ can rent an apartment and basically do whatever they want without thinking about others. Too frequent service problems and service problems, as always, only serve to charge. Avoid a big problem and don't waste your time here.

You cannot live, some neighbors smoke, sing loudly, all that feels the same in the other apartments, there are always problems with water and there is no one to complain to you because the maintenance only serves to charge and does nothing. Here there is no respect or rules, avoid a problem and look elsewhere.
