The captives of the capital initiated the idea of establishing a small Orthodox church. At the blessing of Arseni (Brjantsev), Archbishop of Riga and Miitavs, a building committee was formed, led by priest A. Belavin, and the collection of donations began. 13 thousand donated rubles were donated to the lion's share - 8 thousand rubles - the city's victim of honor, N. Borodulin. In April 1898, the church was officially crowned as the cornerstone of the church, and the day of celebration, by the 12th of July, was completed. The church was consecrated to the icon of the goddess of Kazan by the sacred bishop Agafangel (Preobrazhensky) of Riga and Miita in the heat of the six priests. The church was built of local limestone and lined with bricks inside.
