Memorial to the proclamation of the independence of the Republic of Estonia he memorial design competition won by the work "balcony" which is a granite life-size historical Endla theater balcony, and the authors of which were in the Artists' Union member Kaarel Eelma , Actors Union member Mart Aas architect Mikk Mutso . The original Endla balcony was designed by Georg Hellat , A. Jung and E. von Wolffeldt. Regarding the layout of the monument, it was originally disputed whether to place it in the Pärnu hotelto the Aia Street or to the place prescribed by the authors on Rüütel Square. Both places had their advantages and disadvantages, but eventually the most important thing was pointed out: it's not a monumental location, but something else that is more important.
