The last time I went there (2017) it happened that after the purchase I got 3 € less money back (I should have received 3.65 € but I got 0.65 €) and when I noticed it and told the seller he closed the whole booth, called somewhere in Tallinn and started counting money so in the end I missed the bus and got back only 1 €. He counted that money for some 45 min.
