With the appearance of the settlement, a linen church was built in the name of the Great Martyr George the Victorious, where divine services were performed by the navy priests. In 1728 a wooden church was built in the port, but the church was built without furnaces and it was difficult to perform services in the cold period. In 1784 - 1787, according to the project of the architect Johann Mohr, a new stone church was built in St. George. At the end of the XIX century, it was rebuilt according to the project of the architect Edelson. In 1939 the church was closed and its property was transferred to various churches in Estonia. Orthodox life in the city began to revive in the mid-90s of last century. The Orthodox community in Paldiski was established on the initiative of a group of believers in 2001, the constituent assembly was held on March 26, and registered in the state register in the summer of 2002. The first divine services were performed at the Red Cross by priest Pavel Popov. In 2002, the city authorities met the wishes of the faithful and handed them a small wooden building of the former city museum, where, with the blessing of Metropolitan of Tallinn and All Estonia Kornily, a temple for the martyr and healer Panteleimon was set up by the efforts of the priest-priest Alexei Kolosov and parishioners. By the Christmas holiday, the efforts of the local residents were converted into two rooms by the church, and it became possible to perform divine services there. There were good pious people who sacrificed much necessary for performing services: icons, utensils, liturgical books, etc., and parishioners of the Alexander Nevsky Cathedral beautifully restored the old shroud. On Christmas Day, January 7, 2003, the first church service was held in the house church of St. the Great Martyr Panteleimon.
