It seems to me a total discrimination and abuse .. the protection of civil servants with exclusive previous appointments for internet users .. Discriminating the population with less income or services .. Unconstitutional abuse of equal rights for all Spaniards ,,nDiscriminating those affected .. filtering the wealthy from the disinherited .. Delaying official calculations and excluding aid to those who need it most .. Hio Fer ..

Very little information given and besides not being able to make an appointment in the office itself, to have to call a phone when they did it before. If you wait for them for a job, you die of disgust.
