You go there to take time and although they do not have a job, they do not take care of you and you can only take time for another day. So it is normal that you have to return to simply submit a form. The officials are paid to talk to each other (the two tables that could serve us free) and we have to return another day although that day could have taken care of you perfectly. So it is normal for everything to go slow.nIt is also difficult to locate, little signposted.
