In the morning I would say that one of the best libraries, few people, seriousness and silence. In the afternoon worse than a schoolyard, mothers with children talking as if they were at home, children talking and laughing, I think they do not understand that this is a place to study, if you are going to be bothering stay at home. In the afternoon do not bother, is to come to leave angry. Regarding the opening time in the mornings it is too late, they should advance it.
