Civil servant (who manages CNI files) who takes herself for what she is not, rides very quickly on her high horse and is disrespectful. Loss of file on their part (which in itself is not extremely serious) and no questioning. Friendliness: 0, Comprehension: 0, Skill: -10. Intolerable behavior.
