I've had number of Kafkaesque experiences in this place, number of quick and painless visits, and anywhere in between. Hint: come prepared, research Internet for stuff you need to bring instead of coming twice. If your number is 100+ than active, give up already and come back tomorrow.
I can't comment on police work, but the bureaucracy is a terribly tiresome and lengthy affair. If you need your driver's licence made or updated, be prepared to spend hours waiting in a stuffy room alongside 20+ irritated people. Once your number gets finally called out, you get the dubious pleasure of dealing with a brazen and perpetually annoyed member of staff who will make the whole process even more confusing. Having said all that, even though many of these things can be done online, this is the only way you can have your passport and ID card made. Oh and also, expect to spend a minimum of 300 Kn...
I highly recommend this venue for any tourist visiting Croatia.
This is one of the best experiences of communist systems. It is a museum, a time capsule to the ancient ways of pointless existence.
If you want to experience Kafka's reality, or just an absurd loss of humanity necessary for dictatorships to flourish, just come over here and have a look at the masses of people in line. Waiting for a number, to ask a question, and get another number, to get a paper, and another number, for a number....
If you come a couple of days in a row you will notice those are mostly the same people, mostly mid-aged, still trying to register their birth.
Fun stuff include an adventurous walk up and down the long corridor.
For extremists, try registering at the commune.

This building is actually a remain of socialist federal state of yugoslawia with new cover. Almost everything inside is like in the past. To get a simple ID card you will need to invest 8h of your free time to fill 100 paper documents out and to find your next queue. It could be much better and simpler. Probably next time I will give them 5 stars.
