They close before the end of business hours. I left the Granary an hour early to arrive while they were working. Arrived there a few minutes before closing for the target product, to be greeted by extinguished lights and locked doors. The shopkeeper waved that I could not enter, although I showed her that my working hours were still running. By the end of my working hours, I had more than enough to buy a product that they worked in time as it says, but they didn't.
