I received a package from Budapest the shipping fee was 2180 Ft I returned this for 2180 Ft, Pest came again 2180 Ft when I returned it from Pécs Bpre had to pay 4360 Ft. In all four cases the package weight and box size were the same. The answer to my question was that the package was found to be unmeasured by bumping it in the abdomen.
