Anywhere else you are better off trying to get things done. They can't pick up the phone, when it comes to time, they can't hold it. On average, one person works. ALL of their phones are literally unavailable with minute to minute calls. (I think it is set aside.) In much larger cities, administration is much more flexible. I wrote my opinion after several services.

Waiting in a narrow corridor. The small monitor on the unfortunate location shows the customer's call number, its visibility is very limited, so customers at the entrance are crowded.
