Balassagyarmat has been the seat of Nógrád County since 1790. The construction of the new county hall began in 1832 on the site of the 18th century imperial barracks on the basis of the plans of Ferenc Kasselik. Construction was completed by 1835, and behind the completed building, construction of the county prison began in 1842, which was handed over in 1845. After the county settlement in 1950, the county seat address was taken away from Balassagyarmat, but the Nógrád County Council was established in this building, because the conditions for founding the council were not in Salgótarján. Finally, in 1952, as the conditions were met, the council also moved to Salgótarján, and only the County Court remained in the city among the county offices. The old County Hall then lost its original role. In his building he operated for some time the city's Fine Binding, the MH. No. 6 In addition to the main buildings of the János Bottyán Secondary School Honvéd College, the Mikszáth Kálmán Cultural Center, the City Archives and the Endre Horváth Gallery, the Mikszáth Kálmán Grammar School, Vocational High School and Vocational School on Hétvezér Street, they still have classrooms here to this day. In 2014, the city government submitted a tender for the renovation of the county hall building and the relocation of the related prison to the outskirts of the city, and a cultural complex, a prison museum and a prison hotel would have been established in the building complex. However, no prison was built in Balassagyarmat. The facade of the building was renovated by the municipality in 2016 and 2017, during which the inscription “Nógrád for public affairs” was also restored, which was removed after 1950 after the city lost its leading role in the county.
