Children with special needs (Heward) are children with special characteristics that are different from children in general without always showing mental, emotional or physical disabilities. Included in the special needs include: visual impairment, hearing impairment, mental retardation, physical impairment, impairment, learning difficulties, behavioral disorders, gifted children, children with health problems. Other terms for children with special needs are exceptional children and children with disabilities. Because of the characteristics and obstacles they have, ABK requires a form of special education services tailored to their abilities and potentials, for example for the blind they require modification of the reading text into Braille and deaf writing communicating using sign language. According to article 15 of Law No. 20 of 2003 concerning National Education System, that the type of education for children with special disabilities is Special Education. Article 32 (1) of Law no. 20 of 2003 provides a limitation that special education is education for students who have difficulty in participating in the learning process because of physical, emotional, mental, social, and / or potential disabilities and special talents. Technical education services type of Special Education for students with disabilities or students who have exceptional intelligence can be held inclusively or in the form of special education units at primary and secondary education levels. So Special Education only exists at the level of primary and secondary education. Specifically, tertiary education is not yet available. PP No. 17 of 2010 Article 129 paragraph (3) stipulates that students with disabilities consist of students who: a. blind; b. deaf; c. speech impaired; d. mentally disabled; e. quadriplegic; f. tunalaras; g. learning disabilities; h. slow learner; i. autistic; j. has a motor disorders; k. become a victim of narcotics, drug abuse, and other addictive substances; and l. have other abnormalities.
