Based on the Decree of the Governor-General of the Netherlands on January 23, 1883, a request for a concession from the Dutch government for the construction of the railroad network that connects Belawan-Medan-Delitua-Timbang Langkat (Binjai) was realized. In June 1883, the concession permit was transferred from Deli Matschappij to Deli Spoorweg Matschappij (DSM). That same year, DSM president commissioner Peter Wilhem Janssen completed the construction of the first railroad track in East Sumatra connecting Medan-Labuhan, which was inaugurated on July 25, 1886.
