Pandit Hemachandra Mishra was the first president of Mainpuri Municipality. He was born on 1 January 1901. He was rich and determined of efficient leadership. He received his LLB degree from the University of Allahabad. He became the President of Mainpuri Municipality in 1942 and held this position for twelve years. It was during his time that the real fate of Mainpuri city took place. He got about 100 roads constructed in the city. Unfortunately on 20 November 1954, he died suddenly. The society will always remember their benevolence. I salute you This garden was built in his memory but its condition is bad.

Pandit Hemchandra ji was the welfare of the society. He was the President of Mainpuri Municipality from 1942 till his death 1954. His tenure was the golden period of the municipality. Devi Road was constructed during his time.
