Like any government , administrative building this place is choatic and confusing. One cannot get a single work done here on his or her own. We need to engage touts to get the simplest of the simple things done. It is quite apparent that the touts and the employees of this building have an unholy nexus amongst themselves. The touts excercise an extra judicial authority and there is no one to oppose them. In this building we are either at the mercy of the all mighty or at the clansdine mercy of the touts.
