The short facts of the case are as follows:-nnThe writ petitioner submits that the petitioner Company has been registered under the Companies Act and the Company is involved in manufacturing yarn. The petitioner's Mill is provided with High Tension Electricity Supply in HTSC No.34 under the Superintending Engineer, Tuticorin Electricity Distribution Circle, Tuticorin. The Mill has a demand of 2,070 KVA. The petitioner additionally added that the Mill is put to great hardship and huge loss due to unscheduled tripping for the past several months besides scheduled load shedding the peak hour restrictions of four hours per day. As a result of which, the spinning mill is faced with the following hardship:-nn1. Production and production cycle is adversely affected.nn2. Yarn which is under production gets severed and the chain is affected.nn3. Unable to honor the supply commitments which affects the goodwill.nn4. Power generation at Rs.18 per unit through Diesel Generators increases the production cost and the same cannot also be sustained for longer periods.nn5. Idling of Labour.nn2. The petitioner further submits that the State Electricity Regulatory Commission is mandated under Section 86 of the Electricity Act, 2003 to specify and enforce standards with respect to quality, continuity and reliability of service by licensees. Pursuant thereto, the commission issued the Tamil Nadu Electricity Regulatory Commission - Tamil Nadu Electricity Distribution Standards of Performance, Regulations vide Notification No.TNERC/SPR/9/1, dated 21.07.2004.
