The Hoshiarpur was part of the Indus Valley Civilization and legends have it that several places in the district can be linked to the Pandavas. From the Shiwalik range in the district, there were 16 sites where stone-age tools were found. In the 10th Century A.D., the Shiwalik areas came under the power of Pratiharas. During this period, the arts of the local tribesmen took a distinct shape. In 965 A.D., Jaipal came to the throne, thereby infusing the Hindu-Shahi style into Dholbaha valley. The Parmara rulers stayed in power from 988 to 1260 A.D. It was believed that Raja Shankar Dass built a fort in what is now the town of Garhshankar before 1174 A.D., but it was later taken over by Mahmud Ghazni. Soon after that, this district was invaded by Muslim rulers from time to time. From the 19th century, it was under Sikh rule before being occupied by the British until 1947.nnDivisions: The District comprises of four Sub-Divisions under Hoshiarpur district court.n1. Court of justice.nnThe Judiciary is the third organ of the government. It has the responsibility to apply the laws to specific cases and settle all disputes. The real ‘meaning of law’ is what the judges decide during the course of giving their judgements in various cases. From the citizen’s point of view, Judiciary is the most important organ of the government because it acts as their protector against the possible excesses of legislative and executive organs. Role of Judiciary as the guardian-protector of the constitution and the fundamental rights of the people makes it more respectable than other two organs. The first and foremost function of the judiciary is to give justice to the people, whenever they may approach it. It awards punishment to those who after trial are found guilty of violating the laws of the state or the rights of the people. The aggrieved citizens can go to the courts for seeking redress and compensation. They can do so either when they fear any harm to their rights or after they have suffered any loss. The judiciary fixes the quantity and quality of punishment to be given to the criminals. It decides all cases involving grant of compensations to the citizens.

Even in the year 2018 very little have changed the way courts work.nn1. It's a very untidy cohatic place with people sitting in small sheds.n2. No proper entry exit to the court.n3. Very time consuming place ....people still using typewriters really.n4. No proper rate list for servicesnnThe place need massive overhaul as government need to provide proper arrangements for sitting and cooling for visiting people.

What a joke! They have people sitting in ricketty tin sheds, typing on old typewriter with papers all over the desks just in the open air. Important legal documents in piles right there for anyone to take or blow away in the wind or rain!! Seriously??? This is 2018 and they have no computer systems??? The lawyers rooms are all tiny single room sheds, most had the doors open for lighting so anyone walking past can hear what's supposed to be private discussion between client and lawyer. Seeing how laughably backward and unorganised and behind the times the courts are, it's no wonder court cases here take years to be heard and why legal qualifications from India mean nothing in other countries...
