The sea is definitely the best. The front side of the bay is not always highly transparent, but you may see turtles and harsenbon. The back side of the bay is more transparent. (Caution is required) Once you get out of the car, you will not be able to reach it unless you walk on a very steep sidewalk. Luggage is minimal, and cell phones are not connected. Since there are not many people, be careful about water accidents.
