It is a graveyard of Kamidai Victory, a vassal of Shoji who has power in northern Kyushu. It seems that the original graveyard was in Sogenin, which sank at the Kasegawa Dam, but it was relocated to its current location when the dam was constructed. Please note that parking lots and signs are not clearly shown on the hills along the road.
