It is very far, out in nowhere of Kyoto. Bus routes are complex. It is always better to call them in advance to inquire about the process applicable to you. Since June they're not letting anybody to take practical test without any prior reservations. And as far as reservation is concerned, everyone has to make it in-person at counter#5 1:00pm ~ 1:20pm and 4:00pm ~ 4:20pm. Worst thing is no phone call reservation option at all specifically in these times of pandemic. Be mindful, there is no English support if you're a foreigner with no conversational Japanese skill.

Located in the middle of nowhere and the building is a bit grey and grim. But run very well and I got my UK driving licence converted to a Japanese :one smoothly (albeit it took from 10:30am to 1:45pm). People who have to take a written exam and practical test told horror stories of how many times they have tried but failed here (the highest I heard was 10!), so be warned!

extremely strict in their driving test. the average attempts taken was 4 times, especially if you're a foreigner who wants to convert to a Japanese drivers license. you can only try once per day. must be able to understand and speak some Japanese, if not, you'll need someone to translate.

The location is inconvenient, but the staff is very professional and processing times are fast. (I was here for a license renewal; not a driving exam)
