I don't know if it's a normal policy in Japan or what, but they did not allow us to touch any pets if we weren't going to buy them. How are we supposed to know how the dog/cat will behave if we can't get near them. It's a well kept place, and the animals were very cute, but safety policy or not it's a bit harsh on their behalf. A little insulting for some.
