The observation deck on the 24th floor (free entrance) is best visited as the sun is setting (check which days/times they are open, according to Google it should be until 10pm) for some beautiful views of the harbour & Osaka Bay to the south, the mountain range to the north and all round views of the city itself. Was also very quiet at this time (on a Thursday in November) so had uninterrupted views on all sides

Fantastic view of Kobe city from the observation floor. It is located at the 24th floor. Entrance is free.
