Considering the number of visitors and the size of the store (from the perspective of a former restaurant worker), two people in the hall should be enough. Other customers were also seen to be a little frustrated. Even when he finally came, he didn't say "I'm sorry to have kept you waiting", but rather he took the order in an angry manner, and I found that the subsequent offers and cash registers were angry throughout. You don't know how many staff there were in the kitchen, or if there are 2 people in the hall and you can't handle it, you should come up with a follow up and make some improvements.
