No longer services foreigners. They now specialized in phone and online things, and told me they cannot open foreign accounts even if they are just online checking ones. They were very polite about it. But none the less. Yeuido branch, while reluctant, serviced me just fine. I've noticed banks will try to deter you because of the pain it is to sign up a foreigner. Persist. Takes about an hour.

ATM - Free withdrawal for Citibank cards, 4,800원 fee for other foreign cards, which is more expensive than other banks nearby.
