I am very proud of Moulay Ismail Military Hospital in Meknes in terms of sophisticated infrastructure and highly qualified medical Doctors.I recently underwent a surgical operation there and the first time in my life I was lucky to be treated by an expert Doctor Named L/Cl Manfaa Mohamed, a young,honest and competent physician.He is highly committed to his function.He quickly. Examined my urgent case and proceeded immediately to make the operation with a team of collaborate assistants and offered me a well- furnished room;later ,he kept checking my recovering states everyday even on Sunday morning!I I was so relaxed and felt safe in the hands of this exceptional doctor. Honestly, I should prefer this hospital more than any other private clinic whose main objective is money first!!!This hospital deserves to be ranked higher because of order, good management and professional medical doctors who work with passion.I thank them for what they have done to me and my thanks extend to the whole staff of the hospital.

Hospital The Meknes Prefectural Hospital Center (CHP) is made up of: - Mohamed V Hospital (HMV), capital of the Prefectoral Hospital Center, created in 1956, erected as a regional hospital center (CHR) between 1986 and 2016, before it was reestablished as a CHP from 2016; - Moulay Ismail Hospital (HMIS), created in 1918; - The Sidi Said Hospital (HSS) created in 1916; - The Pagnon Hospital (HPN) created in 1920; - The regional oncology center, created in 2014. The CHP serves a population of 835,695 inhabitants according to the 2014 census. The staff of the hospital center amounts to 893 executives and agents, including 165 doctors, 486 nurses and executives and 242 administrative and technical agents. In 2016, the budget of operation of this center reached 30 million dirhams, while it did not receive the same title year no investment subsidy. I. Observations and recommendations of the Court of Auditors The CHP control mission, carried out by the Court of Auditors in partnership with the Court regional accounts of Fès-Meknes, made it possible to identify a set of observations and recommendations relating to the following areas. A. Governance 1. Management system and organization of care In this context, the audit mission revealed the following shortcomings. ➢ Absence of the hospital establishment project The CHP does not have a hospital establishment plan (PEH), validated by the Ministry of health, defining strategic objectives and an organization in terms of the provision of care, technical platform, infrastructure, human resources ..., and allowing visibility on prospects for its development. Thus, the CHP operates without strategic planning and without annual action plans. Likewise, the objectives and forecasts in terms of indicators of performance is also not set by hospitals. Only the results obtained at the end of each year are presented in the meetings of the management committee. ➢ Lack of a global vision allowing complementarity and optimization of resources at the CHP level The CHP management system is not based on a global vision allowing management the development of the healthcare offer at the level of the four hospital structures, in a way harmonious and complementary. Indeed, the Court noted: - The lack of an internal reporting system that allows management to provide periodically, information and reports on the activity of the related hospitals, which does not allow a global and efficient piloting of the CHP; - The lack of a structured organization of care services and their circuits, according to a scheme guaranteeing complementarity, efficiency and continuity of services.
