First things first...DO NOT consult the website for the 'documents required' for the transaction at the INM (Insurgentes) Office. It is not updated at all. You will have to appear and wait for at least 1-2 hours to get the actual information on the documents required for Temporary/Permanent residence. You'll have to visit the INM Office at least 4 times (1. Information and Form collection, 2. Application transaction, 3. Delivery of Photo and Fingerprints, 4. Receiving of the card. There is an offline Form (other than the online form)which you will only get at the INM office. Later, you have to write a paragraph(eventually the information officer will tell you what to write) as an additional document. Also, You'll have a hard time getting to know how to arrive at the office. Can't believe that such an important and active wing Mexican Government DOES NOT have its Migration website updated.

Don't park inside parking lot.! Too hard to get out, usually no parking.. So others will double park and lock you in. Find something close and walk. Lots of taxi service here also.

be prepared to spend a least 2 hours for any transaction and come at least 6 times because there is always someting incorrect or missing they dont have copier or internet for you to use you have to go outside and get in line every time

Well I love tijuana but it takes for ever in the line to go to the u.s.
