There is a person who is secretary of the center delegation I do not know her name but the lady has some kind of mental disability ... the neighbors already have us fed up and she only says that we can not do anything to her because she works for the government. .. I need to know requirements to file a formal complaint please

File a complaint in TRADE UNION against a public servant in May 2015 where Video and Audio of threats were presented in addition to Eyewitnesses and Authority Abuse. Mr. Gerardo Robles, Director of Responsibilities of the Procurator Union of the H. XXI City Council of Tijuana, Baja California kindly attended us at the time. We decided not to persecute the Police Agents but to the Author of the threats and abuses against me and my family. We are in June 2016, on March 7 of 2016, the administrative investigation, RECORD 003/2016, and after several requests to receive certified copies of this File, where we will pay the costs marked by the Procurator Union, I have only been ignored and despised my requests, without having an answer and overlapping the Public Ex-server for reasons NOT clear
