I gave him one star, because I couldn't give him less, lousy service. They take a long time there are lines and lines, they have the luxury of going to eat and making you wait. Super inefficient ....

Very bad service, they never answer the phone, nothing unusual in these government institutions, the only thing they do is steal because they don't even have paper for circulation cards.
