It's not always crowded, but does not have the same selection as the main Chedraui on the waterfront. It's more geared for the locals if Cozumel.

It's pretty decent and for some reason lower prices than downtown, although downtown Chedraui has a bigger selection of Everything
On the east side of town on the main highway running from east to west on the island, brand new building and location, everything you could want from a modern big box grocery store.
