It is a City library but it also houses the Tourist Information Center and is the main cultural center of the city. There are different gallery in the building. One of which is the: Renato “Katoks” Tayag Gallery is a permanent exhibit on the life and works of Renato Tayag. Katoks is a prominent Kapampangan journalist and writer, lawyer, sportsman, military veteran and philanthropist. He and his family donated this land on which the city library stands. Rafael Lazatin Gallery is a permanent exhibit on the life and works of Rafael Lazatin. Apung Peleng, as he is fondly called, was a loved governor of Pampanga as well as city mayor of Angeles. Culture and Arts Council of Angeles Office and Daniel Dizon Gallery. Salangi Ko Pu Gallery is a glassed exhibit area which showcases the art works of the members of the Culture and Arts Council of Angeles (CACA). Exhibits change every month or so. Sidduan ning Kabiasnang Kapampangan at Pamanigaral Kulitan, this is a research and learning center for Kapampangan culture, language and Kulitan. Kulitan is the pre-Spanish form of writing of the Kapampangan people. A group of scholars and advocates of this form of writing have bonded together to encourage learning and use of this form of writing. Kidzone Children’s Library. Artist Jing Torno lovingly painted a mural of Jose Rizal and his stories as well as the heritage zone of Angeles to make this a reading and play area for children. Bale Sining Arts & Crafts Workshop Center. This open-air corner of the library is a good place to view the heritage zone. The ambiance makes it ideal for learning and honing skills in the arts. Internet ng Bayan provides free internet access for one hour to students for research purposes. For those who want to learn to play chess or just want to spend time with players, there is a Chess Training and Library at the 3rd floor.
The Library is very useful but needs more improvements. It would have been nice if it had been a long time since the library was open since there are 4:10 schools available.
