Expecting a better facility.. the place and the process are stucked on 1990s

We sent a letter to an adress in Gensan , Habitat phase A it never arived and we become it back in Belgium after one year! The envelope was opened, possible to look if there is money inside.

Not all, but some postman do not even care really care on doing the job they are paid for. He even gave a lousy reason for failing to deliver mail.
