Putting aside political views completely, my eyes hurt when looking at the style of the inscriptions. Reading as it is, the information on the board shows: to the tragically deceased ... (implicitly: they pay tribute) to the honorary citizens of Jelenia Góra. After all, in the same convention we write "to dear parents (implicitly: thank you) a young couple. So it follows that honorary citizens of xyz put up this plaque in honor of the tragically deceased, and not that they were the tragically dead themselves.
