Since social insurance is obligatory, everyone loves KRUS, it is obvious. KRUS was established in 1990 (December 20), so it has already turned 30:) How is he doing? Good, it is a state institution after all (but it runs its own financial management). Annual premium income is PLN 6 billion, and expenses - PLN 18 billion. The President of KRUS (in Warsaw), as the central public administration body, reports to the minister responsible for rural development (formally, he is also the Prime Minister). Apart from the Headquarters .. KRUS has 16 regional branches (as there are voivodships) and 256 local offices (out of 314 poviats, but not all of them have farmers). It provides services to 1.5 million insured, including 0.9 million of agricultural pensions (the remaining ones are pensions and pensions for transferring the farm to the successor or the state). For comparison - ZUS - has been operating continuously since 1960 (although it was established in 1934). Its income - PLN 200 billion, expenses - PLN 255 billion, maintenance costs - PLN 5 billion, arrears (annual deficit) - PLN 55 billion. It has 43 branches (not the same as voivodships, except for Podlasie), 209 inspectorates, and 71 more field offices. ZUS has 16.4 million (obligatory) insured, including 8 million retirees and disability pensioners) and 2.5 million entrepreneurs Liabilities of the Polish state (ZUS and KRUS) due to promised pensions - PLN 4.96 trillion 9 = PLN 4,960 billion), which accounted for 275% of gross domestic product. The pension model in force in most European countries is largely based on the "pay-as-you-go system" in which the payment of pensions is covered by contributions paid to a common pool by all working citizens of the country (farmers and "farmers" pay much lower contributions). In general, the state is responsible for pensions and participation in the system is compulsory. "Contributions" to all "social insurance" are compulsory and are in fact taxes imposed on income from work. In Poland, they amount to approx. 32% of the so-called gross wages. In 2050, 1/3 of the population will be people aged 65 ... :) As the saying goes (everywhere in the world) - "the old people will finish the welfare state". It has already happened in Japan. Of course, citizens (retirees) have the right to present a receptive attitude towards the system ... because it is their right, and so it must go wherever they go. Reception versus repartition ("give me because I gave"), and all this was invented 140 years ago by the chancellor of Prussia - Otto von Bismarck.
