The name "former" refers to the fact that there is no red Soviet star on the main monument at the top, but an Orthodox cross. The Soviet Union was an atheistic state. There was no church, so where did these people learn the principles of faith. They were also atheists, most of them robbed, raped and murdered during the war. Let weeds grow on their graves.
