I came early to do this hike in August 2020 and did not have to pay anything to get on the parking. There are barriers but they just open when you drive close. Pretty big parking for about 50 cars, but this was almost full when I came back in the afternoon. Easy parking, just next to the start of the PR9 hike.

Really nice nature trail to the "Green Cauldron" waterfall with a path that is carved out of the edge of the mountain. It takes about 2 hours each way for the 5 mile walk - you need good footwear, a torch (or mobile) and a head for heights to fully enjoy this.
