The six-story Trade House building was built in Königsberg under the design of Hanns Hopp in 1923. In 1927, the city administration moved to the building, after which it became the residence of the mayor of Koenigsberg. The building was built in the style of pragmatics, it had a patio covered with glass on the ground floor level. During the fighting of World War II, the building suffered significant damage. It was restored in the post-war years, but the external appearance lost its original identity. After the restoration, the building housed the city committee of the CPSU and the executive committee of Kaliningrad. Now the building houses the Council of Deputies and the City Hall of Kaliningrad. By the Decree of the Government of the Kaliningrad region of March 23, 2007 No. 132 the building of the city administration received the status of a cultural heritage site of regional significance.
